CIDEL Programme (Connaissance Innovatrice et Développement Local) in Senegal

The KIP International School, through the Universitas Programme, has supported research and knowledge exchanges as part of the CIDEL Programme (Connaissance Innovatrice et Développement Local) in Senegal.

From 3-12 February 2014, the Director of the Universitas Programme and a representative of the University of Genoa, Professor Anna Cossetta, met with academics, national and local authorities and directors of local development agencies to plan research and knowledge exchange activities as part of the CIDEL Programme of the Ministry of Territorial Management and Local Government, that is supported financially by the Italian Government.

To launch this process, the mission participants met with the members of the scientific committee instituted by the Programme to accompany its development activities with research, training and documentation. Members of the scientific committee present included Prof. Ousmane DIA of the Université de Dakar, Prof. Souleymane DIAGNE of the Université de Bambey, Prof. Mamadou NDIAYE of the Université de St Louis, Mr. Mamadou SENE, Director of the Regional Development Agency of Diourbel.

They also met with regional and municipal authorities and visited several local economic activities in Kaolack, one of the regions where the CIDEL Programme will concentrate its activities.

As a result of the mission, the following activities have been realized:

  1. A national call for innovative experiences of local development and decentralized cooperation. Through the call, a number of experiences have been selected. A group of young Senegalese and Italian researchers, coordinated by a member of the Scientific Committee, has been trained in using participatory research methods to help systematize these experiences with the main actors involved. As a result, several case studies and short videos have been produced and presented during a national seminar at the end of 2014.   2. Study visits to the Emilia Romagna and Liguria regions in Italy to exchange experiences and engage in peer dialogue related to democratic and participatory governance of local development (Emilia Romagna) and sustainable and integrated tourism for local development (Liguria).   3. An « autumn school » in Senegal, in the Kaolack Region, with the aim of sensitizing young leaders and researchers on the approaches, methods and tools for participatory planning and managing of integrated local development. The Autumn School had a duration of 7 days and included introductory lectures, case presentations, field visits and group discussions related to territorial and local development planning, decentralization, local economic development and sustainable tourism.     Actors from the Liguria and Emilia Romagna Regions of Italy have been involved in the above activities, as part of their commitment to developing territorial partnerships with peers from Senegal.
